【摘要】:Thisguideprovidesanapproachforboththecalculationandthesubstantiationofrecycledcontentoffinishedpackagingpaperandpaperboardproducts.Amassbalanceapproachisrecommendedforusebymanufacturerssincenophysicalorchemicaltestmethodiscurrentlyavailabletodetermineabsoluterecycledcontentofafinishedpaperproduct.Thisguidecovers(1)recycledcontentofpackagingpaperandpaperboardproductsthatcontainanyamountorkindofrecycledfiber;and(2)methodstocalculateandsubstantiatethelevel(s)ofrecycledfibercontentclaimedbyanagreementbetweenthebuyerandtheseller.Thisguidemaybeusedwithorwithoutmodificationtocalculateorsubstantiatetherecycledcontentofpackagingpaperandpaperboardproductswhenrecoverednonfibrousmaterials(forexample,filler)areapartoftherecycledfiberfurnish.Limitedguidanceisprovidedforappropriatemodificationstothisguideforthedeterminationofamountofrecyclednonfibrousmaterialsinpaperproducts.Thisguidedoesnotrecommendeitheranamountorakindofrecycledfiberormaterialtousesince(1)theamountandkindofrecycledcontentinapackagingpaperorpaperboardproductshouldbeagreeduponbetweenthebuyerandtheseller,and(2)thecalculationandsubstantiationproceduresrecommendedmaybeusedforanyamountorkindofrecycledmaterialagreeduponbetweenthebuyerandtheseller.Themassbalancecalculationmethodrecommendedbythisguidemayormaynotcomplywithapplicablefederal,state,orlocallawsforrecycledcontentstatementsintendedtobereceivedbyconsumers.LimitedguidanceoncontentstatementsisinAppendixX1.Thefollowingsafetyhazardscaveatpertainsonlytothetestmethodportion,Section10,ofthisguide:Thisstandarddoesnotpurporttoaddressallofthesafetyconcerns,ifany,associatedwithitsuse.Itistheresponsibilityoftheuserofthisstandardtoestablishappropriatesafetyandhealthpracticesanddeterminetheapplicabilityofregulatorylimitationspriortouse.
